You might want to use just 127.0.0.1 in there to ensure that dnsmasq is used. dnsmasq does have a timeout, but it's hard-coded at compile time. The author suggests the timeout only applies under load which isn't clear to me, but at least it doesn't seem configurable. If it gets an authoritative aa result, then it doesn't matter if the server can recursively query (because it doesn't need to in that case: we already have an authoritative answer). IOW, nslookup should accept an aa answer regardless of the availability of recursion. I think a workaround here …

You probably have one that allows it and one that does not. This is why it works the second time. For the first lookup it might hit a working server and just get the answer.
